This typically includes: Architecture, Structural Engineering, Electrical, Plumbing (ViK), HVAC (OVK), Fire Safety, Energy Efficiency, Geodetic Survey, and a Health and Safety Plan (PBZ). For foreigners, it is critical to understand that only Bulgarian-licensed architects and engineers can sign off on these designs — you cannot simply bring plans from abroad.

**Step 3: Compliance Assessment.** The complete project undergoes a compliance review under Article 142 of ZUT. This can be done either by the Municipal Expert Council (OESUT) or by a licensed construction supervision company (more common and faster for private projects). The review confirms that your project meets all regulatory requirements.

**Step 4: Building Permit Issuance.** The municipality's Chief Architect issues the building permit. If reviewed by a licensed supervisor, this takes approximately 7 working days. Through OESUT, expect up to 30 days.

**Step 5: Permit Takes Effect.** The permit enters into force after a 14-day appeal period. Construction must begin within 3 years, or the permit expires. We coordinate the opening of a construction site diary (stroitelen dnevnik) and notify the relevant authorities.
